How does Hamilton County decide where to place teachers?
I've heard that part of the success of the Chattanooga
schools (Benwood, et al) in the past five years is because
the district provided incentives for new "high quality"
teachers to work in central city schools and at the same
time managed to "move out" less effective teachers. How
have these "less effective" teachers fared at their new
schools (in suburban schools from what i understand)?

I'm researching the success of Hamilton County schools and
I'd love to hear from teachers who moved in or moved out
of these struggling Chatt schools. Thanks!
