Well, I thought I was going to get my orders....Evidently my passports are not in and they can't give me orders until my passports get returned from state. It's been 2 weeks. How much longer before I hear about passports being finished?
hahaNo idea. They should have been applied for very early in the process (it was the first things we were advised to do after accepting the tentative offer) and are generally ready and being held pending your orders. Hang in there.
I hoping to move and teach overseas with my children, I was stationed in Germany a few years ago and would like to travel aboard again. I know the DODEA is competitive and my certifications aren't really "high need" but I'm just applying and hoping for the best for now!
I did think it was strange that I'm considered unqualified for kindergarten, though.
hahaPD will generally only count if there was some arrangement to get it to appear on an accredited college transcript and you received college credit for it.
@Haha my husband is active duty. When I interviewed I was stateside. We have now PCSED to the location that I have been hired for but I am on his orders. I applied as a worldwide hire. The school is in my commuting area. I couldn't reply because I haven't set up an account.

Look to the future. Is your spouse close to retirement? You could pick up the PCS benefits in the future. Lots of local hires do.
I would be up front with HR and the principal about your situation. They will not likely rescind the offer but you will likely not get CONUS benefits (which presumably you no longer need really).
You could try and just roll with it, but the fact that the gov't just paid to move you to the same destination where you were just hired would likely come out and could possibly bite you if they deem you have tried to get over the gov't to pick up benefits.
In general, the mere fact of you living in Germany is not a deal breaker for CONUS hire benefits. Many people are hired while teaching abroad in int'l schools.
I do have a few questions. When you say PCSed to Germany, do you mean you are there on someone else's orders? Have you been hired by DoDEA as a local hire? Is the offer for a school/complex in your current commuting area?

For comparison purposes, use the +30 lane and a max credit of 10 years experience. Everyone starts at Step 1 so the highest step you could start on would be 11.
Yes, if you are going to an overseas location then DoDEA would pay travel for you and your dependents, shipping for your household goods and vehicle (if allowed at that destination), your housing and utilities costs once you are there and a tax free post allowance that varies from around $250 to $500 per paycheck.
DoDEA is fairly competitive to get into. If you are only open to one location (Oki) you are significantly reducing your chances (but if that is the only place you would be happy to move to/live then that's fine).
Most of the delays are due to the Dodea paperwork requirements. They are not going to drop a candidate for being late. That would only exacerbate the situation.
Keep all the stakeholders informed and keep pushing the paperwork.

Some of the highlights would include a medical form for you and a letter from your Dr for your dependents (if any), a background check questionnaire that is completed online, original documents (like your transcripts), passport applications, etc.
Timelines vary quite a bit. The fastest time from tentative offer to travel date is probably around a month, the longest several months+ (maybe longer if there are unusual personal delays, budgetary stoppages, etc.

After that, it's pretty much wait for an email or a call. Generally you get notification that you are on a referral list for a school/position. From that list, a principal generally interviews 3-5 people (sometimes more). If selected you would get an email or call from HR notifying you and making a tentative offer. Then there is much paperwork to be completed, background checks, medicals, passports, etc.
If all of that clears then you get a firm offer and orders. You arrange to travel with the travel office, you arrange for your household goods to be packed up and shipped. You get on a place and move to your new location,

hahaFor initial hires they generally stick to US carriers. For RAT travel you can sometimes use foreign airlines if the have code share with a US airline.
