I know about the courses on base, but they are a lot more expensive than ones on the economy in certain areas, that is why I asked. My friend who is stationed overseas because her husband is military does not see any reason why the SOFA agreement would prevent it. It might depend to some extent on your location. Germany for instance offers free college education in English in many schools/cities (although they are apparently going to star charging soon).
