Question: if hired late and arriving in a one year location after the start of the SY, does that impact RAT eligibility?

Yes, it does have an impact on RAT, Step, etc. but I don't recall the exact number of days you need to work to make it all work. In the realm and scope of things, it really doesn't matter all that much.
