In my former district the rules for being designated out of the bilingual program were Level 4 or Level on the CELDT test, grade "C" or better in English, "C" or better in other core classes. The final decision was up to the English teacher to sign the district level documents that the child could be mainstreamed out of the program. I never had an English teacher who did not sign the paper. Getting the student out of the ELL program is important as it prevents the yearly CELDT test and being removed from Classes for testing and therefore missing valuable instructional time in Core classes. The CELDT test is now being dropped for a different version but they process will not change much.
